Question on Future Transfer

I used the pregame editor to arrange some future transfers for my team, but when I started my game I notice that there's huge transfer fee stated there. I wonder if the fee is considered as paid or to be paid later on.. If my club has to pay that amount in the future then the transfers will be cancelled for sure

the amount is already paid..
it will not come out of the transfer budget you're allocated but might put yr club financies into poor if the amount is too huge for yr club
