It's not because of the license (if you buy a game you can edit it as long as you want and what ever part of it but can't redistibut it).
I agree it's a dificult feature to implement but thats not the problem too.
SI will never alow us to create new leagues and they will never implement those things trust me.
I think when airdrie legend mentioned licences, he may have meant that SI Games wouldn't be allowed to, or allow the feature to be able to put real life teams in anything but their real life leagues. Correct me if I'm wrong here.
And I also disagree (I'm not being argumentative), I think for the caliber of programmers that SI Games must have, implementig this feature or sub-game (whatever) would be a reasonably straight forward thing to do.
However, I do agree with you, realistically will SI Games ever bring out anything like this...

People would stop buying the game version after version because they could just use their favorite version instead and update the database as they please. This seems (to me as) the main reason behind SI being so stubborn on implementing a feature like this.
I'm pretty sure that's not it... after all, the database is editable for what, 10 years now? If people want to edit the database and stick to their favorite version, they can easily do so. (there's a 2007 update for CM01/02, so if I wanted to stick to it I wouldn't need any of the newer versions.)

Yes, but you can't alter league structures. SI forces you to buy the game if you want to have the league structures up-to-date.
I buy the new FM's though, not for the updated leagues (but I do understand where you're coming from) but for the new features. If SI just brought out an identical version of FM08 in a years time but with the leagues up to date, I definately wouldn't buy it. So in my opinion, having this little sub-game wouldn't stop me from buying the new version of FM. In fact, if they updated the sub-game to include new and improved features over the years like they do with the actual game, I'd want to buy it even more!
I will admit i wasn't that excited about fm 07 as i have been previously, mainly due to the fact that there hasnt been that much difference from the last installment. I still bought it anyway
However if there was the option to create leagues i would have snapped it up on release day and not a week later like this year.
