As with regards to people saying that using fm genie scout is cheating i would just like to remind you that so long as the scout is used properly like for example improving your knowledge of say 15-17 year old domestic players, and not just signing the next ronaldinho for eg, it effectivley is not cheating as there is no saying that he will actually reach his potential, yes obviously you can use the program to cheat but do not forget that it depends on the individual using the program and i for 1 dont use it to cheat! Any number of things can happen to a youngster that can prevent him from reaching his potential of 200 even if he is 16 , like injurys for 1!
