Hardly.
However, to me the only point in creating a nation is to be able to manage the national team, as well as manage one of the club (or a club from a real nation with many players from the new nation). Managing a national team with a low reputation can be very refreshing and stress-free, especially at the time your league club doesn't do well in the league. Imagine being not expected to win again team like Hong Kong when you have eleven players with 150< PA in your team, what can be more relaxing than that? And then when you beat something like Austria or Slovenia, the whole nation goes wild like you win the word cup. Of course, it also gives you supernatural scouting ability on all players from the nation.
