Im sure you can edit a already hard coded cup into one you want and enter the correct teams.

I think the best we can hope for is that FM 2009 will have this in. It's not something that can be edited in and I doubt SI will include it in any of their patches.

doesnt the OCF tournament (oceania's equivalent of euro 2008) consist of a 6 team league? so, maybe swap in the 5 home nations plus france or something? wonder if that would work? actually, i think the OCF tournament might in some way be linked to the world cup qualifiers though.
