You're right because some amateur teams are Corporate Teams (Like Honda FC and Sagawa Kyubin), but for 2008 the J2 will be 2 new teams promoted from the JFL (a sort of J3), Gifu FC and Rosso Kumamoto.
The League will be have 3 Divisions (to include the JFL Too), and will be started in January.
