I've got 4 English regens with more than 170 pa at Liverpool and I'm in my third season.

As far as I can see, people are only giving you information that is relevent to their own experiences in the game regarding regens.
I could be wrong, but I thought that regens were "Random" therefore, everyone will get different results.

I think you've got the wrong person. 
I'm just pointing out that there aren't that many 170+ players in the first place...
If anyone can show us similar numbers for the ratio from a savegame further on, we'd have something to go on.

1 player of PA over 170...that does sound about right, perhaps SI have seen the error in their previous ways and adjusted the game so it's again a litle more realistic. Now if they would only tone down a few of the 'wonderkids' at start it would be about right | |

i used mini scout 1.3 on my lazio game. end of seson 4 with patch 8.01.7 leauges with only top divs loaded exept italy.normal database.
result:
10417 players
549 of these are pa 170+ (5,3%)
3846 player under 20
whereof:
-69 is pa 170+ (1,7% of u-20 players are 170+ in my game)
-14 is pa 180+
-2 is pa 190 saivet pa191,freitas(regen) pa 197

i think my game is balanced. altough some of the regens have utter crap psysical stats and never seem to improve them.

| there's you're problem - the bold part.
You're looking at one year group. Look at all the regens made in the last 5 years in Britain and im willing to bet my hat there's at least 8 or 7
