I think it's very possible to have a good player emerge from a youth with a PA under 170. It all depends on the point distribution.
The fact that are is really only 1 player in your game (and I stress, only in your game) with a relatively high PA doesn't mean its flawed or anything. As mentioned, FRED generation is a very random process, and it's very much down to luck.
To add, the comments directed at England's (hilariously pathetic) failure to qualify for Euro 2008 seem to support whatever you're experiencing, really. Many, many, many, MANY pundits, players, coaches and officials have already stated that England's problem is a lack of quality youth development, so if you look at it that way...

and to reply to you, alex ferguson (arguably the most successfull english manager since alf ramsay) has also come out and rubbished any suggestions that there is a problem with youth development in england or even too many foreigners in todays game! the simple fact is that the english fa never appoint the correct man for the job, going on performance sven was our best national manager in years and we only got rid of him becasue of his private life, mcclaren had many more options available to him than he used!!!!!
Anyway back to topic im thinking that it is maybe because as 1 previous poster suggested that i havent played enough seasons yet, so i think its got something to do with the fact that there havnt been that many real life players retire yet!!!

| Erm, Ferguson has stated a lot of time that the english rules within youth development actually makes it more difficult too develop good english players.

| I think your scout isn't reliable. If 5 seasons had past, there should be easily 10 to 15 english regens with over 170 PA. I know for a fact because i have gone through several games over couple seasons and had tested the regen rate on the last game.
