Don't know why TBH. Is the team filed with greys? What are they paid? Maybe the "grey" salary is deducted from Remaining Wage budget.
Don't have the game here, so I'm just thinking out loud.

What is your Total Wage budget in the game, and how much of it is spent already?

Yes, but in the game you can't decide (be forced) to hold back wages, so the situation wouldn't happen in the game.

I tried my hand at this the other night for FM08. The teams all released players just fine, and the finances were sorted with the FMM program (Very good if anybody wants to use it).

The problem I encountered was that certain teams weren't buying players at all. Whilst Spurs were assembling a dicent squad on their own, with reserves - yet Man Utd and Chelsea didn't seem to be doing anything at all. Very strange indeed.

dont know if u know but it was the same with arsenal on 2007 for me anyway
fmm wouldnt be gd if you wanted to share it with other people tho or dont you want 2

The trouble is that they can't find any players. For it to work well all the players from the other top european teams would have to be released
