I am in 2010 with England, having done well (unlike real life) a world cup and a euro final in my bag....take the aston villa job, life is very rosy, qualifying with england for the euro 2012 championship.
I finish a qualifying game and see a a draw, thinking its for the confedirations I watch the draw, and get drawn alongside Argentina, Peru, Paraguay! I look up and the draw is for the Copa America!!
Although this is obviously a flaw I'm so excited at the prospect of being the first non american side to take the Copa America!!!!
It's true. There have been talks for a while to get european teams involved. Usually the invites only extend to USA, Mexico etc. I think an Asian team may have played in it? Either way, it's not a flaw, or pirated....hopefully.
Japan are the only team from outside the Americas to ever be invited. USA after this year are unlikely to ever be invited again, but Mexico are usually a shoe-in. England are highly unlikely to be invited. If they were to invite a european team, it would be Spain or Portugal due to there heavy links in south america.

Because its not a flaw. IRL teams from outside the the Americas get invited. Japan played in the last Copa America and Im pretty sure that they are not from North or South America.
