at hard lower level with tight or no cash you've got to think of it step by step.
if you have the worst or one of the worst teams in the league you are not going to get promoted, theres no such thing as a wonder tactic! no magic great tactic is gonna save you or make you great...
if your first goal is to stay up then do everything you can to stay up (try and get a parent club and a few loan signings if you can) but you just have to accept that these are they players you have and they're not gonna win the league.
if you achieve that then next season you can look to improve, get a few new players in that you want and such. by getting players on loan some will grow to love your club. if they're big club then doesn't want them they will more often than not sign for you and possibly even a pay cut than what they'd usually take because they love the club so much.
then try to push for promotion etc.
it's all a simple rule of improvement. it's all you need, you can't build rome in a day, it takes seasons. season by season, acheiving each goal along the way. As long as you keep improving you know your doing something right.
if your looking to stay up play direct and get a quick striker on loan.
as long as you keep it reasonably simple you can have whatever tactic you want.
as barnet i started just to stay up in league 2(england) and for survival on the game (no conference). i couldn't get any quick strikers on loan so i had to make do. i played a direct 442 diamond counterattacking system i think. i was near or on the bottom pretty much all the way. got a couple of short term average loans later in the season and in the final few games just escaped relegation and extincstion by the skin of our teeth in dragging it out till the end.
got a talented manager description for doing the impossible and keeping them up, managed to scoop up some really physically good strikers who were unwanted at other clubs for about 4k and such, and picked up some former loanees on frees aswell. succeeded in applying for the england job either this or next season. kept same tactic and was around 1st half way through the season but then changed to a more passing tactic. won the league with a massive goal difference. repeated the same trick in the above league.
that second promotion i risked it abit with wages so that promotion was possibly crucial. and now in the championship second season tried the same thing again but the risk didnt pay off this time. too much, too far, too soon. so had to restructure the finance of the club (selling and friendlies) to get back in the black and out of the red. and got offered serbia job and just started the season having made about 1 and a half million pounds just from friendlies to help get us out of debt.
its a long arduos step by step but do you see the improvements? leauge 2 surivival to contenders for premiership football...
