Yes, you can become any team's national manager but Germany and Holland for rights purposes... International managers tend to get sacked right after the World Cup or right after the European Cup so go check for available jobs then and apply to which ever one you like.
If you're going to take an international coaching job its important to be able to view as many players from that country as possible so make sure you load the leagues you'd consider taking the National job from.
Although Nickyh's comment is true I like to take control of nations out of the selected leagues I have since I think it makes it more challenging and tactics become more important than player choice.
Overall I think it's great to start with a small country and go up the ladder over the years but that's just me.

Fair comment - I started as the Ivory Coast with Holland, Spain, England and Italy running. All of the main Ivorians that played in other leagues were still available.
And I started with Greece with France, England, Italy, Spain and Brazil running... it was fun to qualify for the European cup but I got hammered by my own Club players once the real competition started... now I'm in charge of England which is much easier althogh I discovered several great Greek talents while managing this country.
