Sheff Wed are not the 'best' team, but they are a good combination of challenge and potential. They have a so-so squad and a big debt payment, but they also have a big stadium and excellent support. You can't turn em around right away but given time they can be a monster.

Watford are the easiest team to manager. An EPL-sized budget and one of the best strikers in the league. After that, there are a couple of teams which are equally strong if you want to play for promotion in your 1st season: QPR, Cardiff, both Sheffields, Wolves, Hull (and maybe even more, there isn't that much difference in the top 8 in thes league.)

I actually think Leicester are quite good. 0 transfer budget so it makes it that little bit harder but you only need a few cheap buys and you'll win the Championship easily

Burnley!

Hard to get players to sign up for you, though...

As in real life West Brom have one of the very strongest squads in the division. In some ways we’re even better in FM – in the game, Pele is the holding DMC we desperately need to let our flair players do their magic and Beattie/Slusarski up front are surprisingly frightening (no more than subs irl).

Having said that, the game AI doesn’t seem to rate Super Kevin Philips so you could start at any other Championship team and have no real difficulty in signing the league’s best striker from us!

QPR are the greatest team, you get a bit of cash to play with as well. But maybe i'm biased
