I guess that would be the reason, only it does actually render it pointless when you succesfully complain and nothing happens and the FA 'remain silent'

But i think they should add a feature where the referee can be suspended for a week or so if he has a bad game.

Yeah one of the most stupid / useless features in the game.

Speaking of which I find that most of the media interaction is pretty pointless. I hope that this gets a revamp in FM 2009.
