You cant do anything unfortunately This is something that imo should be looked at in the game.

well if your at spain it still shudnt be a problem to get him right as they dont need work permits in spain i think... unless you have too mnay foreigners already but if not you shud still be able to buy him. just count yourself lucky to not be in italy thats where this problem hurts most
