the offer isn't good enough, i'd only accept 30M plus and i wouldnt rely on gallas too much as his second seaosn is quite likely to be his last good year

Thats a ridiculous price for Toure. If they're willing to let Pirlo go, chances are he'll be pretty cheap next transfer window. Keep Toure and just buy Pirlo straight up if you want him. Why you would, I'll never know though. Arsenal is full of youngsters who can play the position (although not as great yet). Use Denilson. He's brilliant.
