Surely if your the San Marino club manager you could by the best very young best players in the world (best bets brazil) and wait for them to get a San Marino nationality and select them as soon as possible?

Yes and it shouldn't be a problem to convince these young Brazilian starlets to sign for you rather than Milan, Juve, Barca, et al should it?
