You can play on if someone doesn't turn up. The one not playing will be on holiday.
You generally have to wait for everyone to press continue, but you can use one of the in game tools to prevent this. I.E. there's continue game timeout option, which will automatically force a continue after a set time if a user is inactive, and I think you have can also automatically force continue if i.e. two out of three players have pressed continue.
The hosting player also have the option to manually force continue. You don't really need these options though, if you have a set of rules for when to look at players, set up tactics, etc, and if you are in communication through irc or msn, this isn't a big problem.
Only the one hosting the game can use Genie scout or FMM, so if you trust the one hosting I'd say you're pretty safe. I'm not so sure about MiniScout though, but I would guess it works like FMM, getting data from the memory, and only the hosting player can use it.
