I don't think the problem is in the database, but take a look at the season start dates.

- Load editor
- Click on cities
- Choose a city (Montevideo for example)
- See the weather assigned to the city

Montevideo in FM2007 is assigned to Caf - Buenos Aires.
Spring starts in day 263, Summer 354, Fall 79 and Winter 171.

If the weather matches these values then it's a harcoded problem, you can´t do nothing, else you must change in the editor.
