I've been asked to create a medium-small logo that will appear at the top of a programme for The Salvation Army.

The only thing is, is that i don't know where to start.

could people please give me some advice on this

Kinda hard to say, are there any design specifications? If so list them. Things like the colour/design of the programme, the background colour on which the logo is to appear will be very important.
Are there any elements of the Salvation Army corporate identity that your client would like included/excluded?
What is the nature and purpose of this programme and does the Logo need to address this?
These are things "off the top of my head" that I feel you need to answer.
