Hmmm... I really think at this point its about the database. I've fiddled with it plenty now, and I'm growing a little paranoid of having a savegame crash on me. A straight swap eliminates the need for this.
Plus, the actual number of Qataris is just about perfect at the moment, enough cover so that we don't have to go to the wasters for a full squad in case of injury crises.
Storywise, a straight swap is easier as well, plus I can use the story to justify pretty much anything I want.
Any adding/swapping will be done after the next 'in-game' world cup is concluded.
