It would be possible for those clubs to get an academy. For a club you manage I think you would have to max out the youth facilities before you would gain an academy.

No, an academy is extra.

Can you upgrade your youth facilites everytime I ask the board say they are approving the upgrades but never actually say when it will start and everytime I ask them they say they are already upgrading them but they never actually do 3 seasons in now got them to agree inmprovements in the first month there and it still hasn't happened.

if you don't have youth academy, it'd just say you have "good/average/... youth facility" but no + youth academy.

For the facility upgrade, it purely depend on the board to decide when they'll start, usually they'd do in the summer and it takes a few months.
