I'm quite happy with the way scout reports work at the moment, although there is one thing that really annoys me about it.
The Scenario is:
My current DR's are all lacking in talent. On the other hand, my MR is one of the best players in the team.
I instruct my scouts to look for DR's. He find a suitable candidate, one D,M,AM R. The scout reports compare the new player to my current MR, saying he is not as good as my MR. I don't care about that... I want to know how the guy compares against my current best DR. Why oh why can't I just ask the scout to do this?
We need the ability to tell the scout which position to compare a new player to if the new player can play in more than one position.

Would it be possible in the future to have scouts disregard loan players when comparing a potential new signing?
I loaned a DC, who was far better than any of my DC's, although only a temporary solution. Whilst I had the loanee DC I was scouting for freebie DC's. Whenever my scout found one, he'd say 'New player is not even close to the standard of Loanee DC', which I'm not interested in. I want to know if the new player is better than my DC's or not, which would then tell me if he'd improve my team or not.
In this case, having the loan DC made it much harder to sign a full time DC of my own.
On the flip side, I'm sure sometimes you'd want to include loan players in your scout reports. Maybe I'm impressed with the loan DC, and decide I need someone like that to improve my squad, in which case I DO want loans included in scout reports, but we need the ability to tell the scouts whether or not to consider loanees when making their reports.
