How many divisions do you have to load to get your reserves and u18 league games.

you dont have to load up any more league for example if you choose Man City and just the English Prem you will get the Reserves and Under 18 leagues as well

But when I was Lyon I only loaded up their top division and my reserves had no games

That's because the reserves of Lique 1 clubs play in the CFA (french 4th tier) which has to be set on active to have matches in effect there.

So your question is a bit vague and country-dependable.
