In the copa america there are 12 teams! however there are only 10 registered with the south american football association. so to make the structure of the tournament easier they add 2 extra teams from outside south america. They are usually mexico and USA however in the past it has been Japan. If you check the history of the tournament you will probably find another team that isnt in south america.
América in Spanish and Portuguese refers to the Americas (South + Central + North Americas + The Caribbean), so Copa América is a cup for teams in the Americas.
Japan, as mentioned, was an exception and won't happen again.

Yes, England in Copa América doesn't make sense at all. There are no cultural or football reasons to invite them. English football has a very poor reputation here and many people dislike England here (especially the Argentinians, but also many lefties dislike it).
