Hello,
Well let me clarify my question here since unfortunately I dont have a pic to show what I am asking.
1-I wonder if there is a way to change a normal photograph into comic book style of image. Not only the basic but the detailed one (like a painting in ways)
2-You know those old kind of posters ( 1930s) style? How can this, if possibly, be done in PS7?

I'm usually very visual [honesty] so please if you can show me by steps how to do so, I would really much appreciate it. Thank you all.

Well, you're in luck. We just had a thread which examined the comic book subject in detail.

About the 1930's looking posters, typically something like that may best be done in Illustrator or some other vector application. You may find that a spin off of the comic thread may get you close. Adobe had an application called Streamline which was adept at turning bitmap images into vector graphics. Something similar can also be done very handily in Flash.
