i read somewhere that staff can suggest which players would be best to tutor a younger player.However i cannot seem to find this option in the game.
any help would be much appreciated

If your staff has a considerable working with youngsters skill you can find it in the coach-report made by that staff member. You can change what staff reports you want to see if you click the name of your assistant (upper right) and select the appropiate staff from the drop-down menu.

does he have to be a youth coach and also how much is considerable?
Also, it seems to only be worthwhile if the player who'll be doing the tutoring has one or more 'Preferred Moves' i.e Shoots from Distance or Takes players on. If they don't the younger player doesn't see any benefit from the tutoring and doesn't gain anything. Anybody disagree and have seen other benefits?

Doesn't their mentality change? I've seen players who were 'fairly balanced' become more determined or professional after a bit of tuition from a 'model pro' or similar.
