This is correct. Any non-English team can offer a contract from January, and in the same way any English club can offer a non-English based player a contract from January. It is a clause in the Football League and Premiership rules saying that players can only discuss contracts with other domestic clubs in the last 6 weeks of their contract (or from the last weekend in May, whichever comes first).
