Sugar Daddy is a term to indicate a club in a situation where they are not being run with finances truly being taken into account, ie. more as a hobby by a very rich individual.
An example of this is Chelsea in recent years where they have had a Russian 'Sugar Daddy' who has invested vast amounts into the club without any real expectation of an immediate return upon that investment.

I dont think such a cheat exists and at this point id ask why bother? You would end up with a huge squad of everyone you ever wanted and be bored in an hour.

'Sugar Daddy' is one of the unlockables in the game - if its unlocked then you can choose at the start of the game whether your club should have a 'sugar daddy' or not.
There are a few other 'unlockables' in the game for you to find as well - each is 'optional' and introduced in a manner which appears 'realistic' in-game so as to not hurt the enjoyment of people.
