I dont know but when I started a new game it loads the initializing screen it just stops

Maybe you have saved it as a word document or put the file in the wrong place...
When you first click on your psp memory stick on the computer, open it to view folders with windows explorer. Click on the PSP folder. You need to make a folder named "COMMON" here and then another folder in the "COMMON" folder named "FHM". Here is where you put the changes and make sure it is a notepad document. On the file directory it should say: PSP/COMMON/FMH/changes.txt
