Does the reputation of a league change with the coefficient points tht the teams earn and if so does this make it possible for a small league such as wales' top league to change so tht it is possible to attract top quality players

i would also like SI to introduce TV revenue changes for example if a small countries got higher up the coefficient league then the TV revenue would get higher as more peopl would watch it if it got more popular

No, league reputations are static and stay the same unfortunately.

It's one of the things SI will look to possibly make 'variable' in future versions.

I'd like this a lot, too, mustardpower. PLF and I have had some good threads on it.

Unfortunately, I think its been prioritized pretty low, because its unlikely to come up in most games: the average gamer plays one team, and 5 or fewer seasons ..

.. to get significant changes in reputation and TV revenue I think you'd need to play through 20 or more seasons and have more than one team achieving success. This would most likely happen in multiplayer games, but could also happen with a careful human club-manager or international-manager doing his level best to help the other clubs in his league.

But that does mean its "a lot of work" which will benefit only "a few hardcore players", so its been a lower priority than other features.

It's hard to say. I think a lot of people play long-term games.

Even for people playing as, say Engerlund, it'd be interesting to have, say, N. Ireland or Wales climb up the rankings and get better sponsorship deals, reputation, lure over more quality players etc.
