I think he means you have to be able to scout the player, not that you must scout the player.
For example as the board don't allow you to scout players based in France, you can't sign them.
You can however sign anyone based in England, as you have the option to scout them.
If you want you can scout each player first before signing you can, but you don't have to.

Yes, although if for example you find an Irish free transfer that you cannot scout, if he accepts a trial first then you may sign him.
