I think he means you have to be able to scout the player, not that you must scout the player.

For example as the board don't allow you to scout players based in France, you can't sign them.

You can however sign anyone based in England, as you have the option to scout them.

If you want you can scout each player first before signing you can, but you don't have to.

Yes, although if for example you find an Irish free transfer that you cannot scout, if he accepts a trial first then you may sign him.

Is anyone else cheating?

I've taken to offering clubs transfer deals that involve no initial fee but a HUGE amount after 50 league appearances.

As we only get to January 3rd, I'm laughing .

I've been steadily increasing the amount with each bid. the last one was for £1M after 50 league appearances. There is no way the club should sanction this.

Oh well, off to the bugs forum again .

My board wouldn't let me do a deal like that in real life because it might bankrupt the club so they shouldn't sanction it in game either.
