If your squad consists entirely of French and Scots as it's supposed to, then it stands to reason that your team will be made up of French and Scots.

I shouldn't try to read when I'm tired Yeah, the squad needs to have both (no more than 70% of one or the other, obviously within reason, if you sign three or four scots before you sign a frenchman, I'm not going to go nuts) but the starting eleven has no such restriction. If you have a squad of 15 Frenchmen and 10 Scots, it would be within the rules to select a side of 11 Frenchmen. If any of that makes sense, I'll be happy.

Second nationality is fine but only if they are uncapped for their first nation. For instance, if you have a Senegalese player who has French as his second nationality but is uncapped, the he's fine. But as soon as he wins a cap for Senegal, he becomes ineligible.
