The game has become more detailed, more involved, thus more difficuly and realistic over the years.
Of course everyone has enjoyed taking a crap team up through the leagues and on to European glory!! I did this many times with teams like the now defunct Scarborough.
I think one way to get the enjoyment back for yourself maybe is to have a play with the editor. It will take some of the "challenge" away, but will perhaps give you what you are looking for, a "winning" game.
Let's be realistic here. If you choose to manage say, Bognor Regis Town... then it's unlikely that they are going to set the world on fire, as was easier to do in previous releases, without cheating or using the editors. The tactical side of the game has evolved a great deal since the old days, and I'm talking about REALLY OLD games like Kevin Toms original Football Manager!!
No longer is the game purely about signing the best or most valuable players. If this was the case in real life, then Chelsea would have won every competition they enter, every season, without conceding a goal or losing a game - not very likely right!?!
I've played the series right back from the very first Championship Manager on the Amiga. I think every release has got better. There are inevitably flaws with each release, it is a huge game after all.
Anyhow, if your after a game you can win everything on, even with crap teams, try LMA Manager on PS2
