It's not a question of hearing about it, it's a matter of being paid to include them in your site. For the poor/uninitiated who don't have or don't use their pop-up blockers, the potential for sales is still there.
It's like those deluded individuals who insist on having music loop or banners flash while you surf their sites. Yes, it's annoying as hell, yes they should know better, but in the end, they'll do it if they want...that's exactly why I have AdSubtract, so that I surf websites on my terms, not theirs.
