That doesn't mean the leagues are in the game, it only means the teams are. There are loads of teams in the game. There are Faroese teams in the game. Does that mean that "technically" the Faroese League is in there?
Of course not. Without the coded structure, you've just got the clubs and occasionally a league name.
If getting relegated would allow you to play in the Conference regional divisions, SI would have made them available from the start. The reason they're not in the game is because it's quite a bit of effort fitting it all in the PSP's memory, and they chose to focus on other areas for the last two versions. There's always a chance they'll make it into the next one as data management techniques improve, or even if it means they're only available on the newer PSP models.
Actually, thinking about it more I'll admit that I may well be wrong. It's entirely possible that SI have the Conference regional in the game, coded, but don't use it because of the memory issues associated with having another 44 playable teams.
