I really should've torpedo-ed the International category due to a lack of entries, but it survives because a) we already had a finalist from qualifying, and b) I've robbed PM & HD of enough awards in my time by cutting out categories that are under-subscribed :p
Oh, and the order of appearance on the ballot paper is alphabetical (in order of author). It doesn't neccessarily reflect qualifying voting results.
Also, I've opened up Most Missed a bit further than the definition as available on zelenazvezda.com, due to the larger support for some well-known community members that have disappeared outside the existing criteria.
The problem with your system though Mark means that its possible to have only one entry in the Final or two in this case, not because there aren't enough stories because that certainly is never the case in International, but because people only felt like voting for those two which is fair enough imo. Once a catergory has been decided then I'm afraid I have to say it should only be reviewed after the awards and that by the whole of FMS not by one person on a mission :p

True PM, which is why I didn't take away Best International Story. In the past, we've taken Multiplayer (for example) off on a different basis: that there were less than 5 entries overall (as per the forum index).
And you're right, King Jeff won it before, and shouldn't be eligible unless he's made a return and a renewed disappearance. Could anyone who's voted for him please change the vote? I'll update the ballot paper. There won't be a replacement, as no other eligible candidates were nominated.
