Hi raja!
There really is only one way to make these effects, and others like them, and that is to Read, Study, and Practice.
Read the User Help Files for Photoshop (Press F1), and Read Tutorials you find on the web (Do a web search at www.dogpile.com for Photoshop tutorial).
Study the work of others who do effects you like. Try to really look at what it is about their works that you like. Quite often, they describe their creation process. Also, if you Read and Study your User Help Files, you will learn many techniques that are presented there as "hands on" example training.
PRACTICE! Take the information you are learning, turn on Photoshop, and practice what you are reading about. The first 2 or 3 times will probably look terrible, but that is because as a novice, you do not have enough Photoshop experience to get the results you want precisely. That is all the more reason for you to Practice. Then, when you can get an effect to look exactly like the example you are copying, PRACTICE! Make your own unique creation using what you've learned. That will first, show you that you really have learned the technique, rather than just pushing buttons and copying someone else's work like a trained monkey; and second, that is how you build up your own Personal Portfolio and express your own originality.
If nothing else, have one .psd document called "My Tut Work" and paint a portion of it with every tutorial technique you learn, similar to "quilt" projects where different artists create portions of a large piece.

Using photographs? Try tutorials with different photos that you have taken, or use a free use photo site after trying the tut on the (usually provided) tutorial page.

Using brushes/actions/filters? After learning the steps, make adjustments to display your own personal expression. Color/perspective/clarity to convey your "style" of work.

Photoshop has a well-earned reputation as a hard application to learn, but that is only because too many people expect to just click a couple buttons, and the magic just happens. That's because the program looks easier to use than others, but nevertheless, you need to know what you are doing before you can do it. Hopefully, these suggestions will help you.
