Here is my explanation of why this happens and is based on some posts by Marc Vaughan in thread that surfaced a few weeks back about the accuracy of scouts and how AI staff judge players.

He gave an example of a player of his having his coach reports change as the player performed better than expected as his team progressed up the leagues until the coaches eventually settled on a judgement. It went like this in terms of how the player was judged as time progressed:-
Scout says initially potential to be good League 2 (currently in Conference South)
He signs the player and assistant manager agrees.
Team wins promotion to League 2.
Assistant says “potential to be a good championship player”
Team now in League 1
Assistant says “potential to be good premiership player”
Current Assessment (he didn’t state where the team was now)
Assistant says “potential to be a decent championship player”
My interpretation of what he wrote (and others may have taken it differently) is that judgements are made based on how the player performs at a given level and their PA to give the perceived potential ability (one could argue that the PA should not even be available to the AI but it is a computer game and the access to PA probably helps to reduce processing time with respect to every AI manager/coach/scout making judgements on players in the database. Actually thinking of 07 I reckon that the judgements are calculated around the date that new seasons began because that would explain the point where AI managers alter squad status universally).
From the way ‘perceived potential ability’ works I assume ‘perceived current ability’ (my assumption might be incorrect) works in a similar manner. Thus a player might be performing like superman but this performance isn’t significant enough to combine with his CA to give a high enough ‘perceived current ability’ that the player is good enough to play at international level. For me that’s the only logical explanation for why a player who has scored 75 goals in 93 Premiership appearances has not been deemed worthy of a place in the England squad by the AI manager. Also how accurately AI staff judge perceived abilities probably depends on their JPA and JCA attributes.
For me a key question, assuming this is how the system works, is does the extra ‘perceived ability’ gained from performances contribute significantly enough? Also do players lose ‘perceived ability’ points based on how they perform and if so is it enough? Essentially you can combine those two questions into one simple one which is applicable in real life football:-
Should a player be picked for their national squad based on status or form?
To me all of the above also gives an explanation for why on FM 07 people were questioning why their star target man who was averaging ratings in the 7.8 and over range never had big clubs interested in them. But like I say anytime I offer up a theory on how the game works this is all based on my experiences of the game and my own logical explanations (logical to me anyway) of why sometimes the game doesn’t quite mirror real life.
