Its a mechanical thing.
The team has clinched promotion. However, they don't get the "reputation" boost until the official end-of-season date. Also, contract offers are still considered with the old league reputation, not the league rep of the league you're promoting into.
In FM'05, I once saw a player leave my club, which had clinched promotion from the Championship, to move to a club which was clearly relegation-bound from the Premiership. (I can't remember now if they were 'locked' in or not; I know I was locked for promotion.)
The player's explanation? "He wanted to play at a higher level."
Um, son? You're gonna be a
level below me next year, thanks to this decision.
