In the very early days of the forum, stories that were considered to be of exceptional value were voted into what was then an SI forums wide HoF. Eventually though that was wiped, and we created our own, almost mythical, CMS (now FMS) Hall of Fame.
At the moment the following stories stand in the Hall of Fame, having been elected there by the community. Links to most of these are available and I need Raptor to confirm if there is one missing cos I'm not 100% sure.

We have been discussing in the Awards forums the possibility of establishing a visible Hall of Fame on the forums and most of us - well all of us - think this is a good idea. In the traditions of FMS though it is important to get feedback from the community so I'll post what we've discussed and then it is open for discussion. If things go as planned, we would hope to inaugurate the new Hall of Fame entrants during this years awards ceremony and have an established proceedure for placing things in the HoF which until now has been lacking.
For this year only I would suggest we vote on the stories from the past who have won SoTY but are not yet in the HoF on a simple yes/no vote and they need either 66% or 75% - perhaps SoTY given thats its already recieved the highest accolade on the forum should need 66% and anything else 75%?
We have also discussed that it would be quite nice to have a Writers section in the Hall of Fame, where a writer who has contributed exceptional value to the forums can be enshrined. For this yeat, we should vote on the Writers/FMS of the Years again with a 66% yes/no vote - in future years anyone nominated who is not writer/fmser of the year needs a 75% vote
Perhaps as well we need a minimum number of votes for a story/person to be admitted?
The HoF can be stickied, with relevant links and we can also have a non stickied nominations thread throughout the year, all nominations going on to the awards ballot at the end of year so that we can present these at the awards, should work and add something a bit different and exciting because any story/person from any era can be added.
As we would hope to be able to formally establish - or re-establish - the HoF during the awards, we have three weeks to dicuss this, because we would want all nominations to be on the 2nd round ballot.
I'd say that any story/writer being elected to the HoF would need at least ten votes as well as its 75% of the vote. Though I agree that for this year, 66% is fine as they've all previously won SotY, etc.
For this year we should consider the following Stories of the Year for entry to the Hall of Fame. Only registered voters will be allowed to vote for these awards as I think that helps to keep things right.

If we have only registered voters voting (we can keep the register and update it on a yearly basis, although I guess people can be added if they request throughout the year) then based on the number of registered voters we could set a minimum needed. 10 sounds about right at the present but if we had 50 voters it would need to be raised. It has to be tough because getting into the HoF should not be something that easily achieved and should have merit by having the backing of a fair proportion of active and willing members?
Absolutely it should be flexible. As you say, it needs to be tough to get in otherwise it doesn't mean as much. But if we ever get 50 registered voters, I think I'd die of shock :p
So what if we say that a story/writer that is not SoTY, WoTy or FMSer, needs 75% of 50% of the number of people registered at any given awards ceremony. (A story/writer which has won those awards needs 66%)
so if we had 20 voters a story would effectively need eight votes for HoF entry does that sound sensible?
Or basically 75% of the registered voters which would mean 15 out of 20 yes? Or am I just getting confused because I think the 75% figure refers to the number of people actually voting - some people might not want to vote either way - but in order for the entry to the HoF to be secure at least 40-60% of those registered to vote must do so.
75% of the vote cast, and at least 50% of the registered voters have to vote for it to count.
So this year, at least 10 of the 20 voters would have to cast a vote, and you'd need 8 votes to qualify. Or 7 votes if you've already won the relevant story/writer awards.
