Not really - you've just read it wrong. It's not that his citizenship is taking 1000 days to process. It is Eto'o considering it and not whatever authority is responsible.
Lot's of people live in other countries without deciding to become citizens the minute they are eligible.
I've had players 'considering citizenship' for years and nothing has happened...
The manager should be able to suggest citizenship if it would benefit their club in league regulations.
I have noticed in Spain that players will consider citizenship right up until the day of registration, then they will accept if there is a chance they will not be picked because of too many foreigners.
Next season will be the first season where I have enough spaces for all my foreign players so it will be interesting to see if they take citizenship now that it is not essential for the team that they do so.
considering means considering. it's not a given that they should take it.
one question i need to konw is when i look at beckham for example.
i has a column for getting american nationality and a column for spanish nationality.
if he moved back to spain would his days to gain spaininsh nationality get reset or would it continue counting from where it was?
Every player should take citizenship where it benefits the team, there's no way any player would turn down an EU passport in reality, it opens so many doors for them.

it continue's counting? what if he's out of spain for 5 years and then goes back? should it continue counting or should he have lost the accrued dates and have to start again?
