i think it could take up valuable time in an already congested fixture list, but at the same time ireland dont really play any 'b' internationals so it would be handy to blood newcomers.
doubt it will last beyond 4-5 years though

Wt will happen if one of these teams qualifies for a future international tournament?
Will it run wth two or three teams?
Or just be cancelled until the next year.
For the record, I think England should have entered, although I doubt we would win it.

England should have entered that way the so called best players in England will be able to play together and the new manager will be able to sort out tactics etc... In my opionion whenever a player puts on an England shirt they go into sleep mode.
