Was just wondering if the ai for these teams is set too high. Blackburn, Everton and West Ham (lol) seem to coast through European competitions, yet in reality these teams haven't made an impact at a European level. Whereas, top clubs from outside of the major European nations seemed to get thumped every time they come up against English opposition.

Wow, stunning discovery....
it has always been like this, it's one of the MAJOR flaws in FM but nobody will do anything about it because the majority of people here AND the SI are english, so they are incapable of seeing the problem. They have a wrong perception of the level of english football. It's the same with the english youth teams, every youngster is too damn good.
I guess we just have to accept it, they're biased but how can we make them see it?

Maybe real life is flawed. All these English teams with the players they have should be doing the business in Europe year in year out.

Well, I'm not trying to open a debate about whether FM is meant to be an accurate simulation or simply a game in which anything is, and should be possible.
If you take West Ham for example (no offence Hammers fans), do they really have a squad that could perform in Europe? Yes, they have a few good individuals irl, but are Dyer, Bowyer, Ferdinand, Green, Solano, Cole and Zamora every really going to set European competition alight? I played them in Europe (2nd season) and managed to scrape a win, but I was amazed that a team which has struggled irl can be such a dominant force, despite having the same team as when the game started.

Not just in terms of Europe, as in my first season Reading have just come fourth...
It is maybe a problem but not a massive one.

With the new TV money, EPL teams should have serious massive power.

This has been spoken of in the past & i guess it hasn't been 'corrected' as the reason everyone gives must be correct.
I'd ask the following question of how many countries you playing...?
When i've soley played in Serie A Italian teams do well in Europe. I mainly have Spanish & English leagues running and it's a general mix of the sorts but i'd say with English coming out in top which i'd generally say now due to how much English clubs can spend.
So basically your game favours the teams from the country/countries you're running.
PS If Milan is playing in the background were as the English/Spanish team isn't, the English/Spanish team has more 'input' going into the game engine, eg, current form, training improvement etc.
Hope this helps understand a bit better.
