I checked it and you are right. Players at Flemish teams are learning French in all versions. It’s already going at least since version CM 97/98 (and maybe earlier).
I checked by using the Data Editor the worth of Charleroi and yes since CM 97/98 (and again, maybe earlier as well) it’s a top four team.
In Belgium you have Anderlecht, Club Brugge, RC Genk and Standard Liege which are the real top-4 teams.
Then you have a small sub-top range, containing: AA Gent, GBA and Westerlo.
Charleroi is even not sub-top but a mid table team.
The last time it played the UEFA cup is in the season 1994/1995 and it never won the Belgian title or the cup.
Now, let’s have a look at the real life league tables of the last 10 year.

On average Charleroi reached the 12th place the last 10 years. This is proving it’s not a top-4 team, not even sub-top.
However, in FM, Charleroi is a top team. And the head researcher for Belgium is a guy who is a Charleroi fan. Coincidence? I don’t think so
