I'm currently managing a team in China, and hired a scout. Sent him out on scouting trips, first in China itself (which finished VERY quickly), and then to Hong Kong and South Korea and finally East Asia. Some of those are pending, so he's still active, but I can't send him to do anything else now. Is this normal? Will I not be able to use him again this season? Or do I get the options back once I've finished?

If I were you, I would send him one trip to a region, then wait for him to come back and then send him again.
If you want to recall him, go to the Scouting screen and select your scout. Then in the Assignments window, remove his assignments.

Well I can only send him to the ones I have sent him too. I don't see what difference it would make to send cancel his assignments and then send him on them when he gets back but I'll give it a go, can't hurt. Still, why can't I send him to the same place multiple times? It's not like he even remotely scouted every possible player.

Okay I see it now, you just have to click restart on the country you want him to scout again instead of selecting through add new assignment.
