i think is because you still have a contract and may cost quite a bit to approach you for your services and there may be another candidate who is unemployed??
I've been touted as the favourite for numerous positions in the press, but most of these are as a result of speculation surrounding a managers upcoming contract expiry date and his apparant failure to 'deserve' a renewal. Almost all of the managers end up with the contract anyway and the speculation ends up pointless.
Of the managers that have been sacked or haven't had their contracts renewed, I have not once received a job offer.
After winning League one wit Darlington, my contract running out, i was touted as favourite replacement for quiet a few L1 and l2 clubs, no one offered anything though so i signed a new deal with darlington.
Then when Rafael benitez took over Spain I applied for liverpool and the Board wanted me to Resign with my reputation intact. I ignored the board and they didnt sack me. All my star players were like, "thinks his manager should be able to decide for himself where his future lies"
If you want to move to a club where you're the favourite, say in the news item that you're extremely interested. Resigning from your job and declaring interest will also help, even if it is a bit risky
