is there any way i can make scouts look at big names that are just coming out of their contract to get them on a bosman etc?

You can't scout for contract length, but you can filter the shortlist to find expiring contracts.

In the scouting filter. go to Contract, Contract Status and click on Expiring and you will get a lit of players whose contract is due up within the next 6 months.
