can you get feeder or parent clubs in a different continent and if yes how?

Normally when you go to your board to ask for a feeder club you will only be offered local ones. After a while you will be offered ones from other countries. A new feature of the game is after about a year of being in charge of a club you will be ask for your preference for which type of feeder club you would like i.e work permit or merchandise.
