SI need ideas
SI need time
SI need money
SI need fans and supporters
Nobody will buy FM08 in 2009 and they'd rather wait for 2010 if that's the case.
Have to agree that they need to carefully adjust the release date and time for the testing team so they won't release a "too bad" game and urgently making a patch to fix it soon afterward.

nah, its a little like saying let's skip Euro 2008 because England aren't there. an expansion pack, including 2008/09 teams, stats & rules may not be a bad idea. cheaper, almost guaranteed sales from all who have the game already (and an obvious release of a double-pack), less hassle for SI and less chance of new bugs/whingers. i take it we'll be happy with the game after the feb update.

There's really nothing to be gained from it. If SI have some big groundbreaking stuff that they think will take more than 12 months to develop, they can always create a development branch for FM'10 and start work on it now, with some of the team focused on FM'09 and some of the team focused on FM'10. In fact, from where we're sitting, we can't know that that didn't happen for FM'08. But SI are a business, they have to pay the bills, and forgoing income for a year wouldn't make much sense from a business perspective.
As to the question, do we need to take time off?
That's an individual decision you'll have to make for yourself - personally, I didn't really get into FM'06, primarily because I was so thoroughly enjoying my FM'05 save. If you're feeling a bit jaded and/or can't see the steps forward from one version to another .. yeah, take a version off. You may come back to it with new eyes.

a) have already re-started/resumed fm08.
